INVITATION TO BID FOR
TOWN OF ROCKY MOUNT UPTOWN REVITALIZATION
Rocky Mount, Virginia
The Town of Rocky Mount, Virginia is seeking bids from qualified contractors to provide full construction and engineering design related services necessary to provide a complete turnkey installation of the Uptown Revitalization including all work and all associated appurtenances. The work under this Contract is generally described as follows: demolition of existing roadway and sidewalks as identified in the Plans; excavation and installation of Utility conduit, sewer pipeline, water line taps and connections, and stormwater pipeline with all necessary manholes, handholes, and associated materials; installation of street lights, repaving and marking of roadways with crosswalks and paving materials specified; and installation of sidewalks, streetscapes, and landscaping materials. All work will be completed in conformance with all federal, state, and local regulations regarding storm water management, erosion and sediment control practices, utility line construction, public water, sewer and transportation.
One (1) original and two (2) copies of the proposal must be submitted in a sealed envelope/package marked "Town of Rocky Mount Uptown Revitalization" addressed to Mr. Matthew C. Hankins, Assistant Town Manager/Community Development Director, 345 Donald Avenue, Rocky Mount, Virginia 24151 received no later than 4:00 p.m. (local prevailing time) on Wednesday, July 1, 2009 at which time said bids will be publicly opened and read. Bids received after the above date/time will be rejected and returned to the offeror unopened. It is the responsibility of the offeror to insure that bids are received in the appropriate place and by the designated time. Since this is a formal invitation, no faxed bids will be accepted. A mandatory Pre-Bid Meeting will be held at 10:00 a.m. on Wednesday, June 3, 2009 in the Town of Rocky Mount Town Council Meeting Room, 345 Donald Avenue, Rocky Mount, VA 24151. Bidders are required to attend this mandatory Pre-Bid Meeting.

Contractors performing work on this project will be required to fulfill the requirements of (1) Section 3 of the Housing and Urban Development Act of 1968, (2) Section 109 of the Housing and Community Development Act of 1974, (3) Davis-Bacon Act, (4) Copeland Anti-Kickback Act, (5) Contract Work Hours and Safety Standards Act, (6) President's Executive Order No. 11246 as amended by E. O. 11375 and 29 CFR Part 30, (7) Title VI of the Civil Rights Act of 1964, (8) Section 109 of Public Law 100-202 which provides for restrictions on the award of certain contract and subcontracts to foreign countries which deny fair trade practices to the United States, (9) Immigration Reform and Control Act of 1986, and (10) Section 306 of the Clean Air Act, as amended, (42 USC) Executive Order 11738, and the regulations (40 CFR. Part 15) of the Environmental Protection Agency.
The procedure for withdrawal of bid shall be according to provision "(i)" contained in 11-54, Code of Virginia (1950) as amended.
If a contract is for seventy thousand dollars ($70,000) or more, or if the total value of all construction, removal, repair, or improvements undertaken by the bidder within any twelve-month period is five hundred thousand dollars ($500,000) or more, the bidder is required under Title 54, Chapter 11, Code of Virginia (1950) as amended, to show evidence of being licensed as a "Class A Contractor." If a contract is fifteen hundred dollars ($1,500) or more but less than seventy thousand dollars ($70,000), the bidder is required to show evidence of being licensed as a "Class B Contractor." The bidder shall place on the outside of the envelope containing the bid and shall place in the bid over his signature whichever of the following notations is appropriate:

WATER LOSS STUDY & RELATED SERVICES

The Town of Rocky Mount is seeking qualification statements and proposals from qualified engineering firms for engineering studies and subsequent design services for water system loss-related work for up to three years.
The required engineering and surveying services may include: preliminary engineering studies, funding applications, permits, preparation of engineering design and construction documents, easement preparation, agency approvals, bid advertisement, document preparation, attendance at public and staff meetings when necessary, and performance of other engineering & surveying services.
The first work to be performed under this agreement is a leak detection study, development of a hydraulic model and preparation of a preliminary engineering report (PER), which is a compilation of the data gathered along with recommendations and cost estimates to be submitted to the Town and the Virginia Department of Health.
The successful proposal shall be selected based on the following criteria: familiarity or previous experience with Rocky Mount and its water system; experience in detecting and recommending effective repairs and remedies for similar systems; ability to complete the work in the time period suggested by the Virginia Department of Health; qualifications of firm and principals; other criteria as may be established prior to the opening of proposals.
SBE/MBE/WBE firms are encouraged to submit proposals. Proposals must comply with the following: The President's Executive Order Number 11246 prohibiting discrimination in employment regarding race, color creed, sex, or national origin; the President's Executive Order Number 12138 and 11625 regarding utilization of MBE/WBE firms; and the Civil Rights Act of 1964. Proposers must certify that they do not or will not maintain or provide for their employees facilities that are segregated on the basis of race, color, creed, or national origin.
This RFP constitutes the entirety of the solicitation and any questions may be directed to Matthew C. Hankins, Assistant Town Manager at (540) 483-0907. Qualified, licensed firms shall submit price and the following material only in order to reduce cost both to the offerers and the Town.
1. Transmittal Letter (no more than two pages long).
2. Standard Form 254 with no alterations or additions.
3. Standard Form 255 with no alterations or additions.
Five bound copies of the proposal shall be submitted to the address below by 2 p.m. Tuesday, May 26, 2009, in order to be considered. Proposals received after this date and time shall be rejected.
