KEATTS EARNS 'MASTER CLERK' DESIGNATION
Pat Keatts, Rocky Mount Town Clerk, has earned the designation of Master Municipal Clerk, a recognition awarded by the International Institute of Municipal Clerks.
Master Municipal Clerk is the highest designation by the international clerks organization.
Keatts was recognized recently by Mayor Steve Angle and town council members for her designation.
Keatts is the second municipal clerk in Franklin County to earn the designation within recent months. Sharon Tudor, clerk of the Franklin County Board of Supervisors, earned the Master Municipal Clerk designation last fall.
Angle, who presented the award to Keatts, congratulated her and thanked her for her work. Town council members also gave her a standing ovation and congratulated her.
To earn this designation, clerks must attend various education programs annually, take exams at the end of the program, and fulfill an experience requirement as a municipal clerk. The program generally takes six to eight years to complete, but Keatts finished it in five years.
The master clerk designation is granted only to clerks who complete the educational requirements and "who have a record of significant contributions to their local government, their community and state," said Mary Lynne Stratta, president of the international clerks organization.
The International Institute of Municipal Clerks, founded in 1947, has 10,300 members in the United States, Canada and 15 other countries.
"Your municipality can take immense pride in (Pat's) educational accomplishments and achievement of this milestone," Stratta said in a letter to Town Manager James Ervin.
