CTB approves $300,000 for Town of Rocky Mount Industrial Park Access

The Commonwealth Transportation Board has approved $300,000 in industrial access funds for the Town of Rocky Mount.

The funds will be added to $500,000 in Virginia Tobacco Indemnification Commission funds and $100,000 matches from both the Town and Franklin County to construct a new road to Phase II of the Rocky Mount-Franklin County Joint Industrial Park, commonly known as the Cox Property. Public utilities and storm water management will also be installed with the road.

“This is a joint effort between the Town and County to diversify our local economy and to make more opportunity available to our citizens,” said Mayor Steven C. Angle. “This support from the Commonwealth Transportation Board, the Tobacco Commission and Franklin County will mean success for the Town’s efforts to create more jobs for local residents.”

The $1 million dollar project will open at least three buildable industrial sites on the former Cox Farm, including one 20-acre parcel to be served by rail.

“We look forward to turning dirt in the fall to get this road underway,” said Town Manager C. James Ervin. “This project will lead to new jobs, new development and new opportunities for Rocky Mount and Franklin County.”

The Town purchased the property in 2004 and has worked to develop rail access and highway access to make the property marketable, with active support from Franklin County. Town Council will consider approving plans in July for construction of a grant-funded rail switch to serve the property.

Norfolk Southern’s Economic Development Division is also assisting in recruiting jobs to the location.

“Over the past six months, we’ve found over $900,000 in funding from valued partners to expand our economic and employment bases,” said Assistant Town Manager Matt Hankins. “Considering only three economic access projects were approved in this round of transportation board funding, this is a tangible accomplishment for our community in a time when the Commonwealth is cutting back on new transportation construction.”

Thompson + Litton Engineers are completing the design of the access road project. The engineers are also finishing a draft grading plan for site development expected to follow the road’s completion.
