Rocky Mount's chief administrative officer is James Ervin. As town manager, Ervin is responsible for carrying out the policies set by Town Council and overseeing the services offered by the Town. Ervin has served as Rocky Mount's manager since 2007. He oversees all town departments through supervision of department heads.
The town manager and his staff prepare Town Council meeting agendas and the annual budget, and assist the Council with legislative matters, intergovernmental relations and state and federal regulations. Staff works with citizens, neighborhoods and businesses of the town to keep Rocky Mount established as a great, safe place to live, work and raise a family.
Mr. Ervin began his employment with the Town in 2007 in the role of assistant town manager. Six months later he accepted the town manager appointment. James has over 25 years of public service experience, starting with the City of Bedford, Virginia mowing grass. James' degree is from Florida State University, and he earned Virginia Tech's graduate certificate in Local Government Management. He is also an alumni of the Senior Executive Institute at the University of Virginia's Weldon Cooper Center for Public Service. He is a member of the International City/County Management Association (ICMA) and an officer of the Virginia Local Government Manager's Association.

I have never been enamored with the title “Town Manager”. To staff, I am more of a coach; to citizens, I try to be a problem solver; to the elected Town Council, I am a facilitator.
It is a true joy to be a part of the process of helping a group of people engage in the most basic form of democracy that we have…self governance at the local level. The citizens of Rocky Mount elect a group of courageous volunteers that take on the daunting task of governing the community. Those council members set tax rates, choose broad objectives for who we want to be as a Town and also serve as the directors of a public utility (our water and sewer operations). I help by trying to create an organization that is efficient and engaged in meeting those objectives.
I strive to create a local government that is bureaucracy-free, service-focused and eager to give a great return on the investment for your taxes and fees. I hope all of your encounters with the Town leave you feeling that we well represent the spirit, openness and friendliness of Rocky Mount.
